Envision Lakewood 2040

Hi, thank you for your question! Lakewood has made considerable progress towards implementing the vision and goals that were established in the 2015-2025 Comprehensive Plan. The main quantitative metric for measuring progress in the last Plan was based on the number of completed action steps.

There were 404 action steps total:

• 361 action steps (89%) have been either completed or are classified as ‘ongoing’ which are iterative, continuous and part of the day to day work the city does.
• The remaining 43 action steps (11%) are either underway or have not been started yet. Many of the action steps that have not been started yet were classified as long-term and these are being considered to be incorporated into the updated Comprehensive Plan.

These numbers don’t fully capture the progress though. Annual reports were shared with City Council throughout this ten-year period that highlight more details about the qualitative progress that has been made. The project team is working to summarize these reports and will post them on the Envision Lakewood 2040 website as soon as possible.

While the city has made great strides in implementing the vision, there have also been unanticipated events and trends that have occurred since the last Plan was adopted in 2015, most notably the impacts of the pandemic. Housing affordability has become a significant challenge as well as changes in transportation patterns and the office market. These topics and many others have been and will continue to be at the forefront of the discussions during the Envision Lakewood 2040 process.

There are a number of ways to get involved:

• Website: Visit our engagement hub on the website to share photos and stories of favorite things to do in the community, and map how you move through the community. There will be more questions and opportunities for input online soon. This summer we have been meeting with community Advisory Groups. Details about these groups and the meeting summaries are on the website here.
• Newsletter: Sign up for the newsletter to stay informed about project updates and additional ways to get involved.
• In-person: This fall, a series of events in October will be available for community members to weigh in on the vision for Lakewood's future and review some initial draft Comprehensive Plan material. The date, time and location of each of these events are still being confirmed but will be posted on this website and shared in the newsletter as soon as possible.

Thank you for your question. A City Council Ad Hoc Community Engagement Committee will be making the final selection for the Advisory Group members.

Thank you for your question. Within the City of Lakewood, some streetlights are owned and maintained by Lakewood and some by Xcel.  Lakewood has been replacing/installing their streets lights with LED for over 5 years that conform to dark sky BUG ratings usually.  However, Lakewood still uses 4K fixtures for commercial or highways for the better visibility. The 3K fixtures are used in residential areas.  Lakewood currently has XCEL replacing any HPS fixtures that need repair beyond a bulb with LED fixtures. Most of the fixtures XCEL installs are also 3K and dark skies compliant.

Thank you for your question about West Colfax Avenue. Lakewood has undertaken several efforts to provide multimodal transportation options on Colfax, discourage future auto-oriented land uses, and facilitate more pedestrian-friendly design outcomes. For example, the West Colfax Safety Project, now in the design stage, will build wider sidewalks for pedestrians to use.  Lakewood recently adopted the 40West ArtLine Framework Plan, which includes zoning recommendations to discourage auto-oriented uses such as gas stations, encourage neighborhood-serving local businesses, and facilitate a range of housing options, including more affordable housing.  The City also recently adopted Design Standards and Guidelines for the ArtLine, which will encourage more pedestrian-friendly streetscape and ground floor building design outcomes for new development on Colfax.

Thank you for your question and for your patience. During the Comprehensive Plan update process we will be discussing a number of topics including the vision for multimodal transportation. Lakewood’s Bicycle System Master Plan currently outlines goals and strategies to improve the cycling infrastructure. 

While the Comprehensive Plan acknowledges multimodal transportation as an important part of Lakewood's future, the Bicycle System Master Plan is also being updated in 2024-2025 and will look deeper into adding and improving cycling infrastructure throughout the City. Watch for a Lakewood Together site dedicated to that update in the spring.

The process for the Comprehensive Plan is starting this month and will continue throughout 2024 and 2025. We will be posting updates to this website and will include all the ways to participate and share your input at each step of the process.
