TABOR allows governments to retain revenues above the TABOR limit with voter approval rather than refunding those funds to taxpayers. Lakewood voters approved allowing Lakewood to retain revenues above the TABOR limits for 2017-2025. In 2017, the city collected $12,536,504 in TABOR revenues, with $8.5 million of that allocated for parkland acquisitions and $2 million each allocated to police needs and transportation improvements. For 2018-2025, TABOR revenues are split evenly among police, transportation and parkland needs, with each receiving one-third of the revenues.
